Bad tires/out of balance tires do cause wheel hop, especially at specific speeds like 48mph and 70mph.

Bad shocks may cause a slight wheel hop, especially after hitting a bump.

Briggs said that his went away for a moment when he turned to the right and that tells me that he had bad trac bar bushings because when you turn you put pressure on those bushings and they're not able to wiggle side to side. Sounds like his truck was on its way to having the butt-puckering death wobble.
