So you can see yourself do this:
Start it and look at the idle RPMs. Then go over to the hose and plug it with something (Screwdriver handle, thumb) and notice how many RPMs you dropped.
It is an emissions thing. So make sure it is connected when you go in for inspection. Otherwise they will flunk you.
