I have a 2001 1500. The trans is shifting to early. I’ve determined from reading this forum that I need to adjust the bands and or the throttle valve cable. Should I adjust the bands then the throttle valve cable, or the other way around or one and not the other?

I adjusted the TV cable. First and second shift fine now but third fourth and OD are still shifting way to early. Is a band adjustment called for. The fluid looks as if its been changed recently. Can it hurt if someone has recently adjusted the bands and then I do it again?

For the 46re tranny that you have, the 1st to 2nd and 2nd to 3rd shifts are controlled by the TV cable. SOunds like you have those shifts fixed up already. 3rd to 4th and 4th to OD are computer controlled by the PCM. Adjusting your bands will help them last longer but I do not believe adjusting them will fix your early shifting. You can adjust your bands as much as you like and not cause an issue, it's just a messy job that'll cost you some tranny fluid and a pan gasket.
Hopefully somebody else can chime in here that knows tranny's better than me to help out with the 3-4 and 4-OD shifts. You might also do a search here on the site for the transmisison solenoid. It might be getting weak and causing your shifts to occur earlier than you think they should, but take that advice with a grain of salt as I am not a tranny expert.
