The holes are actually on your air dam, they're just not cut through. Next time you are under your truck, look at the air dam from the inside. You'll see the outline for the holes. Just cut it out with a razor blade and you're good to go.

 

I just went to the salvage yard today and seen aset of tow hooks and the brackets. I got the whole set for 20 dollars. I came with everything; both brackets for each side, both hooks, and the bolts.

No,it is rare to find anything that is salvageable on a dodge ram 94-01 around here at our salvage yards. There are like 3 trucks like ours at our salvage yards and i happen to spot out those tow hooks.So I grabbed them.
