That is the result of a bad installation! The middle of the spring on the rotor is supposed to contact the carbon button in the middle of the cap as the cap is placed down on top of the distributor. That way the rotor can spin freely and not cause wear on anything. It looks like the previous owner managed to get the spring pushed up and scraping around the side of the carbon button, as well as the cap. That will cause extreme wear and excessive carbon dust. The result will be weak spark and probably some serious miss/crossfiring!
After looking at the pictures again, it looks like the rotor contact is broken or burned away causing about a 1/4 inch gap between the carbon center of the cap and the rotor contact. Same results though, serious miss/crossfiring!
