the clips, and screws in some cars are mostly there to keep the rotors on while it's traveling down the assembly line. for the most part the rule I run with is no replacing the clip, yes replacing the screws. havn't had any issues to date.
+1. They are only there from the factory to keep the drums/disks on during initial assembly. When you tighten your lug nuts sown, they hold the drum/disc in place. I've never re-installed them as I usually just break them off as it is easier than trying to unthread them during disassembly.

That looks like failure to me. he should be getting a free replacement, or at least discount on better pads regaurdless of warrenty

that was the outer pad, when i pulled the wheel the caliper was sitting on the rotor.
