I've sold to this place a few times: DPFRecycler.com. It has consistently offered the best prices on cats for me.

Shoot them an email with what vehicle it's from (or even just send a picture of the cat if you don't know...they will) and they'll tell you exactly what they'll pay and send a prepaid shipping label.

Yes, you can tell if it's clogged by looking through the mesh.

I have never heard of a shop needing to keep a car, especially for EPA purposes. On the contrary, laws actually require a shop to return parts removed from a vehicle to the customer if the customer asks for them back. Unfortunately, I don't know if this is a federal law or if that varies by state, but at least in Michigan, that cat would still be legally yours.
