loudest exhaust with tailpipes?

No cat although not sure that that would be legal in any state in the US. However I have a Flowmaster 40 which is not the loudest but still fairly loud. Anyway when I replaced my factory cat with a Magnaflow hi flow one it did get a bit louder. Not a ton but a bit.
That being said, they have to catch you first.

Haha I did the front o2 sensor and cat. I did the cat then drove 30 miles or so then the sensor. It might have helped slightly but if it did it was very slightly. It did change the sound a little but I didn't notice much of a power difference. If any it was very slight. I do however like the cat and think that if you have a glogged cat or want it a tad louder it's the way to go.

I made a true dual system for a friend on a 99 5.2 that ditched the cat converter and ran true dual 2.5 inch pipes from the manifolds back to 9 inch long glasspacks that then exited out the back through 4inch x 24inch tips. That sumbitch woke up the dead. I made my true dual system on my 95 5.9 out of 2.25 pipes from the motor back to 40 series flowmasters. That is louder than when I had the same setup that you had. Made mine for $150 and the glasspack one for little less than $100.

up the exhaust tubing to a 2.5 and put a flowmaster 40. not a delta, or a super, just go straight 40 series. it sounds a hell of a lot better than glass packs or straight pipe in my opinion. for tips go with an 18 inch and go 3 inch or larger in diameter. bigger tips give better sound. i had a 91 camaro, 305, no cat, all 3 inch pipe before muffler, 2.5 outlet pipe with dual 18 inch long 3.5 inch diameter tips and it made the 305 sound amazing, even for being one of GM's worst motors.

you will get better gas mileage if you dont dump it all as well, you have to have that little bit of backpressure, and by dumping your cat and your muffler you lose power as well as gas mileage. I would have to agree with gobigorgohome on the 40 series, its a good sound, then invest in a high flow cat and some headers and you should get some mean sound.
