IAC only works at idle, I'd blame a cheap TPS. Try an new one from a shop with a liberal return policy.

the rpms will jump roughly 500 rpm. its very faint but i noticed it cuz i could hear it in the motor. its acting like im repeatedly pressing the gas down at a slow steady pace.

its either overdrive kicking in/out for 500 rpm's or the torque converter locking/unlocking for about 300 rpm's. TPS could be causing it. or it could be the transmission, possibly the TV adjustment, montec will know.

mine did that when i first bought it a couple years ago and a new TPS fixed it.

there internal heres what i replaced converter #R4736591AC $229.00 /front pump #r4796469AD $158.00 /torque converter lock up solenoid #4617210 $113.00 /transducer solenoid #56041403AA $93.45 /presure tranducer solenoid #52118500 $90.05 tax out the door $742.39 all from chrysler if you don't want to do all of this as i recomend you do just replaced all the solenoids together as they are right by each other no need to do it twice and you might want to check you 2-3 shift spring as they are known to be broken i so go to patcperformancetransmissions.com for the shift spring
