Ok its a mechanical governor. Sounds like you have governor pressure issues. At light throttle the transmission has enough time to build up governor pressure, plus it doesnt need as much governor pressure to shift. When you accelerate heavily it gives the transmission less time and it requires more governor pressure to up shift, especially the later the shift.
For now, adjust the cable. Grab a bottle of smart bend or lube guard (red bottle) and dump it in.
