Horrible Gas Mileage
All you have to do is get new plugs, wires, cap and rotor at any auto parts store. Napa, Checker/Schucks, Advance, Autozone, Pep Boys, etc. All of this is DIY and there's millions of threads on it. If you need any help replacing these parts, let us know. They're really easy and saves you big bucks. A whole tune up is less than $100.
Plenum leak?
Still getting roughly 9.5 MPG. I replaced the plugs with Autolite 3923s and I also replaced the o2 sensor behind the cat. I've got a Fastman o2 simm in place of the front o2 sensor so could that possibly be the issue?
A friend of mine has a '99 Ram QC with the 318 and manual tranny and he said he is getting 13-14 in town. He also has more aggressive off-road tires and he is still kicking my *** in the MPG department.
I fear that I've done all that I can do to improve mileage. A while back, a mechanic told me that the removal of the cat and the addition of the free flowing exhaust with the off-road y-pipe is what is killing my mileage. I don't think that makes sense. Thoughts?
Here is a complete list of what I've done to the truck:
Cold air intake
Long tubes with off-road y
Cat-back dual exhaust
Fastman o2 simm for front o2 vsensor
SCT tuning but it is set back to stock for now (mileage actually worse WITH tuning)
New Accel ignition coil
MSD wires
Cap and rotor from NAPA
Autolite 3923 plugs
Intake plenum repair completed
Replaced rear o2 sensor
I drive conservatively as if gas were still $4-$5 per gallon and I change the oil every 2500-3000 miles with NAPA synthetic 10w30. All fluids are fresh and I maintain the truck as it should be maintained. I even tried changing gas stations but, after getting gas at every possible place in town, none of it got me over the 10 MPG mark.
I guess this particular truck enjoys more fuel than others.

are you sure about the location of your 02 and the Sim. Normally you'd have an 02 pre-cat to provide air/fuel info to the pcm. then you remove the cat and put the sim post-cat.
if you have them like you said, they're backwards.
how do your plugs look ? clean and dry, or wet with fuel ? you might have a bad injector dumping fuel.
is you odometer right. if you've got big tires and have not corrected the odometer, then you're traveling a lot more miles than you are registering, and your mpg is showing much lower than what you are actually getting.
