UPDATE:

I wasn't under there with him, but my friend pulled the tank and pump today. He said that he found the evap line was broken off at the pump where the nipple comes out from egr-looking thing that is in the top of the pump.

Question is, would this cause the symptoms described? Second question is could this be replaced on it's own or is he still looking at buying the whole pump?

More than likely he is going to have to buy a whole new pump.

Are you talking about the fuel pump? Yeah ... new pump ... I don't know if a repair will even hold in the presence of gasoline.

i vote fuel pump and dont get one from yhe parts store go and get one from the dealer

It's a whole assembly so a new pump. And if it's not able to keep pressure because of that broken line, you're not getting the fuel you need and probably where you're getting the problem.
