Truck wont go over 20
So driving today and CEL started blinking and bogged down and wouldnt go over 20
put reader on it and it says second o2 sensor high voltage.
Called friend and with the symptoms he said clogged CAT.
Anyone else have this problem???

There are pretty much only two reasons the second (downstream or post-cat) O2 sensor would trip a CEL. Either the sensor has failed or it is detecting that the the catalytic converter is not doing its job.
The fact that you can't go over twenty adds weight to your friend's diagnosis. Most likely culprit would be a bad cat. If it was just a bad second O2 sensor, it would not affect performance in the slightest.

how would it not affect performance in the slightest? if it doesnt affect performance, then what is even the purpose of having one? im pretty sure the pcm takes readings from all o2 sensors to decide how to run the vehicle. yet again, i dont even have a 2nd o2 sensor, so i can't really say much
they say that the 2nd o2 sensor only reads to see if the cat is doing its job. if its not it throws CEL. 1st o2 sensor reads air/fuel ratio which if that was messed with it would effect performance
As for the CAT rattling that is a massive yes. It just happened rapidly, i was just checking all of that because about a week ago i was thinking of taking it out and running strait pipes or put high flow cats on.
As in when it will get fixed i dont know, i need it to get to work(not far) and back. Does anyone know if i can shove a thin pipe/pole into the exhaust(diconected 3 feet from cat) and breaking it up enough til i get my parts in ?

yep, but be sure to remove the front o2 sensor 1st, dont want to break that
..........bust it up some.......blow it out, bust, blow, bust, blow.....when its driveable take it for a good hard spin to get all of it out that you can......leave the rear o2 sensor out and it shouldnt have a cel cause its readin clean air.......
