I'm assuming this isn't a factory tint (+ removal)
Looking to purchase a used Ram, I'm assuming this isn't a factory tint.

Are most tint jobs somewhat permanent? Can I go in to a place and tell them I'd like less of a tint. (aka remove the old one and replace with a new %)

No, not factory. Tint jobs are not permanent. All you need is a razor blade, and you can peel it all off. (Most tint shops are going to charge about $5.00 a window to remove it) So, yes you can go to a shop and have different % film installed. Personally, I would either go no tint, or use 20% or below. I don't think that a legal 35% is worth it's cost.
You don't have listed where your from, but here is a link that will show you state by state what is legal and what isn't. http://tintlaws.com/
Now, if it had been a factory tint, that is permanent. That is usually one of two things. 1. Either film applied between two layers of glass. 2. An actual color applied to the glass during manufacturing.

def not limo, prolly not much over legal. you can still see the pole through the drivers side and back glass. def sweet though. that looks like a nice black sport.
maybe no one here in dfw uses legal, only a few cities care to much (mesquite).

It all depends on how the light is hitting it. Most consider 5% to be a "limo" tint. Look at my sig pic. That is 5% all the way around. Sometimes you can see right through it, and other times you can't see a damn thing.
