aiming them is easy. there should be some bolts that you can loosen/tighten to make it lift up, or shine further down.

drive it and flash your high and lows and see if they are in reasonable range for you. for inspection, if it fails just look on the board and see if you need to aim them up or down. (i worked in an inspection station, and theres a board that shows the line up. )

or lin up up against something where you can see exacally where the light is aiming, and adjust accordingly

in delaware inspection doesnt work like that- they dont make you shine the lights on anything to see where they are... i can obviously eyeball what i think is reasonable but i dont want to be that guy drivin down the road with my lights pointing to the side into other drivers eyes, or up at the sky, etc. again i dont know what to even try to aim at. I would prefer information on the tool but i have found some other information about aiming them by marking a wall- using that method i dont understand the specifics of what to do

I'm confused. Did you replace the whole headlight assembly or just put in a better set of bulbs? If you just put in a better set of bulbs then there is no adjustment needed at all. But if its a new headlight assembly then yes you'll need to adjust them.

yeah whole assembly- maybe people can relate that have done this or maybe i'm an idiot but it was a real pain in the ***... no problems scratching the bumper cap but trying to get the spacing correct by eye was nearly impossible. like everything lined up but it didnt at the same time. Anyway now that they are in back to the aiming...

I usually park on a dark side street or in front of a building and start by making both headlights level with each other then just eye ball it and take it for a drive then make any minor corrections up/down or left/right. I know none of that was really any help but just my $0.02.

I believe the C-4466-A is a dealer service tool. The least expensive tools are several hundred dollars new. You'll either need to pay to have it professionally done or use the trial and error adjusting method.
