Test light lights up pretty bright. Flashes when the aod fuse is pulled. Goes out when the aod fuse and the #14 cluster fuse is pulled.

11.3 colts. 6.6 volts when aod fuse is pulled. Then drops to 1.7 volts when the cluster fuse is pulled,no some lights work on this vehicle but a clicking noise when I put the cluster fuse back in. Like a relay clicking behind the dash..

There is always going to be some draw, as the PCM needs power to maintain memory. Other sources are various lights that may stay on. (glove box, underhood) I think the derm (for the airbag....) is also always powered, but, would have to check to be sure.

So, when testing, yes, you will see voltage across various circuits, its the AMP draw that matters.... Need a meter to check it though.

What draws power when off is radio, PCM, airbag system (so if you get hit while parked airbag goes off, and there are minimum current lose on the wires.

Pulling the IOD fuse: It's not too hard. Pull on the "ears" of the black fuse carrier. It will only come out half way. Then open the clasp on the carrier and remove the fuse. See pics:
