You can get diluted xylene variants from any hardware store, to get the uncut stuff requires connections, maybe even special permits in some states.
I deal with the stuff in 50 gallon drums, I know.
But the cut stuff should be fine for removing spray paint from a panel.
Try scrubbing nail polish remover, if that dosen't work go to rubbing alcohol, then eucalyptus oil, then oven cleaner and if that dosen't work go to paint thinner. Use them all while scrubbing with a damp warm towel. This is just for the cloth, I would just sand and repaint the plastic pieces.

I say get a lawyer, don't touch it untill you know one way or another, and call your insurance co they may be able to help. Was this in a buck and skeeter garage or a ligit place? In any case courts have finally come around to the little guy to some extent.
lighter fluid does take off paint if you rub it in but im not sure how it would work on seats and panels.. it could be worth a try if you are going to re do it anyway
