The tensioner is spring loaded, you don't really have any say over what it does once you let off it. They can get weak and not return to enough tension, but that's about it.
I had one on a '98 just kinda get stiff and where ever you cranked it is where it stayed, but that's not how it's supposed to work and not reliable because enough force would back it off and then absent any spring pressure it wouldn't return to proper tension.
