Definitely not worth the time, money and effort.
actually its a 30 to 45 hp difference depending on year.(early 5.2 was rated at 200hp 5.9 235 and after 97 that went to 245hp for the 5.9 not sure what the later 5.2 was rated at....andthe 5.9 has a lot better torque.... still not saying its always worth it...just clarify fact from fiction on the specs.

you need to do a leak down test before you start crying the blues. Find out what's causing the lower compression. It could just be a bad valve stem seal, That'll cost you about $20 and 5 hours of time.

a full tuneup doesn't involve replacing the coil.....you can have the coil tested for free if you suspect them bad but otherwise leave it alone.... he seems to have compression /oil burning issues ...nothing to do with a tuneup in my opinion.....likely the plenum and bad carbon buildup from it in the engine...replace gasket and install hughes kit or shorter bolts and seafoam it (or you can pour marvels mystery oil mixed with water down the throttlebody while giving it a good amount of gas but beware of the white smoke you'll get) and call it a day.....
