ok i was working on my fog lights yesterday and decided to take some pics. again, the topic says it all, so does the above pic.

this is the sleeve with the two rusted bolts. i don't understand what these two are supposed to do. when they tighten, do they just lock the sleeve down? i could of sworn there was another connecting piece..

this is the view of the sleeve when looking behind it. what does the arrow mean in relevance to this sleeve?

That sleeve should have cuts on both ends (an inch or two long, bout 1/16 to 1/8 wide? on the sides) When you crank down those nuts they compress the slit in the sleeve so the sleeve will not turn. Any other method to lock down the sleeve will mess up the threads and render stuff useless. I have the nuts and bolts aligned with the slit on the sleeve since that is the part that gets compressed, not the back side.

Drown it with chemicals. Do that several times over the course of a couple days.

Loosen the two nuts you see there, and use something like a pipewrench to turn the sleeve. Which way to turn it? Good question. Best bet is to have a friend help..... if you don't have another victim (assistant) available, have the steering UNLOCKED, turn the sleeve, look at the steering wheel. Right way? Wrong way? Adjust as needed to get your steering wheel straight.
