is that black box the voltage regulator on a 08 charger

Voltage regulator is part of the PCM. That part looks like a throttle position sensor.

that piece is on the alternator, brushes and what ever that little box attached to it is called...

Still, not the regulator. (scale threw me off. ) Regulator is part of the PCM. That's likely just the contacts for the armature.
