How bad is this rust?

thats some pretty nasty rust....i would definitely check the whole frame thoroughly

just undercoat it before it gets too bad

undercoating that will do nothing but make it internally rot....
like someone said set a day aside and take a grinder with a wire wheel and get off as much as you can.. Use a good dregreaser and then paint on some POR-15... it will stop the rust

ditto por 15 or rust-zero....after removing the rust and using a rust converter or navel jelly on the rust you cant get to...
