A/C OBD Code Question

Default A/C OBD Code Question
I have a 2001 Ram 1500. The OBD code is P0645. I found that to be "A/C Clutch Relay Circ Perf" What exactly does that mean and what will be necessary to repair it. I have already replaced the A/C Cluth relay and checked the clutch fuse. The A/C clutch isn't engaging.

Anyone able to offer any suggestions? Is this something that will be a shop only problem?
