No Torque Converter Lockup

No Torque Converter Lockup
So I just got done swapping out 46re's from my 98 1500 2wd truck with a 96 46re. While everything works great, the only problem I still have is the torque converter won't lock up. The interesting thing is I had the same problem with the old transmission. The transmission does go into od and the check engine light is not on. Also, I tried grounding the orange and black wire that is for the lock up but still nothing. Could it be the wire or plug going into the tranny is messed up or might it be a complete coincidence?

Bear in mind I am looking at the 01 wiring diagram.... not sure if anything changed between the 98, and this one......
It looks like the TCC solenoid is fed power from a common source, Fuse I in the PDC, thru a PCM controlled relay. As everything is working properly up to TCC lock, I am going to assume that part is working correctly.
It appears that you should have 12 volts on your Orange/black wire whenever engine is running, and PCM grounds the wire to engage TCC..... Do you indeed HAVE 12 volts on that wire?

well I disconnected the round 8pin connector from the trans and grounded the orange and black wire by the dash(the one I used to try to force the tq to lock up) and it is indeed grounded by the plug. This leads me to assume that the wiring in the truck is all fine. Also, I scanned for any codes and none showed up. I just can't see how there would be no codes if the lockup isn't working.

Yea the check engine light works because when I turn the key on it lights up for a se ond and my code reader doesn't show any codes. I just find out hard to believe both trannys would do the exact same thing which is why it leads me to believe that it is actually something with the truck.

Has anyone ever found a fix for the torque converter not locking up? My 2001 ram 1500 has just developed this problem. The tranny doesn't even give a hint that it's trying to lock up the converter. The truck goes through all the gears fine , and overdrive works. Please help before I take it into a tranny shop and they charge me 2Gs for something I could've fixed myself .
