Not real sure what you have in mind here but.......

With the collar locked in the 4x4 position, when you turned the wheel, and the driveshaft turned, that is as it should be.

With the collar unlocked, if you spin the drivers side wheel, nothing else should turn. (except the inner passenger side axle....)

.

But with collar locked in shouldn't both wheels turn and when I drove it a few feet still seemed like it was in 2wd

Unless you have some type of locker or limited slip carrier in the front end only one tire will have power to it, it's called an open diff. This is done to help in turning. In other words a 4x4 only is a 2 wheel drive one in the front and one in the back, if you have a locker or limited slip carrier in the rear end then it would be 3 wheel drive. I am sure someone else will chime in about this in more detail.

in an open diff, with the collar locked, both wheels should spin TO A CERTAIN degree.

that is, if you spin rather gently both should spin. if you force it pretty good only one should spin

You will have power to both front wheels, just the way the front dif works, the wheel with the LEAST traction, gets the MOST power.

If you still have your truck jacked up, lock the cad into 4x4, spin the passenger front tire, either the driveshaft, or, the drivers wheel will turn. Assuming it was the driveshaft that was spinning, have someone hold the shaft in place, so it doesn't turn, spin the passenger wheel. drivers wheel should turn the OPPOSITE direction.

If all that works as it should, things are working right.

If you put your transfer case in 4x4, can you turn the front driveshaft by hand?
