ive never taken the intake off of a dodge motor, but i HAVE had this problem with a small block ford. remove take the intake and extract the broken bolt with a pair of visegrips. hope this helps.

what i mean is if the intake will come off with the bolt still in, remove it. there will be enough in the bolt standing there to grab on to with the visegrips then.

it might be possible to weld a nut onto what is left of the bolt if you have a welder.

I had that happen to me and what worked for me was to soak it with WD 40. Then with the left handed drill bit drill in to it and it came out (Lessens the tension).

drill out the center of the broken bolt and then use an ease out. be very careful not to break the drill bit as that just makes it a lot worse. start with a 1/8 or slightly smalller and then try the ease out but don't break it either. if it doesn't want to come out then use a bigger bit and drill a larger center and use a larger ease out.
