Default Torque?

I've looked around a bit, couldn't really find anything that I was searching.

What would be the best way to increase Torque / HP on a 97 Dodge Ram 1500 2D 5.9 V8.

Did you look around a bit on this site?

Best bang for the buck is an SCT tuner. Search around the site for that and you won't be disappointed.

How much do SCT tuners go for? I looked on their website, didn't find a price anywhere. I'm sure more than a couple hundred bucks huh?

$265 for one with canned tunes from user hemifever on this site -- PM him if you're interested. You won't get more bang for the buck.

and theres always the 408

hughes airgap intake, sct tuner, obx stainless steel headers, delete cats, volant cold air intake, bbk t-body, ditch the mechanical fan for electric ones off of a camaro ( got mine for $30), and bump the convertor stall speed up
