Might be as simple as the TV cable adjustment:

Without being over your shoulder while you did it, its hard to tell what you boogered up.

Thanks for all the replys everyone. It is really appreciated.
I took it for a longer drive. I am beginning to think the tranny was more hosed up than I thought.
Now, it spins tires when taking off from stop. Good
It shifts from 4 to 3 when passing. Good. (Before it would downshift to second and stick there until I let up off the gas)
OD works fine. Runs normal at highway speed. Good.
Strange thing.
If I accelerate normally, it starts in first, shifts two second, shifts back to first for a split second, then back to normal. WTF?
I am going to adjust the cable tomorrow.
I am thinking the guy before me adjusted the throttle cable to compensate for a bad solenoid in the tranny, now the tranny is right, (I hope) and the cable is adjusted wrong.
We shall see.
It does not slip, sound funny, or throw any codes. So I assume I am okay driving it, right??

Adjust it to factory specs using the link I gave you. Try it, then you can play with adjusting as in the link AIM4 provided.

Simple fix. YES!!!!!
I followed advice and went out to check tv cable. Started messing with it and noticed it was just limp. Crawled under truck, noticed the plastic end piece of the tv cable had popped off the little ball on the bracket. (oooppsss) Popped it back on, went for a drive.
Now it shifts correctly.
BUT
Still have the issue of it not upshifting when floored????
Hmm, time to search more.

it will take some time for the computer to relearn when to upshift, i had my tranny rebuilt a while back and it took almost 300 miles before my tranny would upshift when in WOT
