If you get black wheels, then they are clean of brake dust year round.

I've used my 4x4 since the change, but can't remember if I have used the cruise. I will test it on my way home today.

A vac leak or this can cause your problem depending on what Dodge put in it. A 99 could go either way. https://dodgeforum.com/forum/2nd-gen...-door-fix.html

Well I decided that I couldn't wait so I took the truck for a little spin. The Cruise Control does NOT work either.

Check the vac lines. The CC motor is under the battery and the vac line is prone to cracking/rotting due to the acid from the battery.

Is there anything in particular that I should be looking for when checking the vac lines? If I don't see any physical damage to the lines, how can I test them?

Read the link I posted. The lines could be fine, but the check valves could be bad. The control panel on the dash could be bad too, but only you can determine that.
