ABS and emergency brake lights turned on?

Quick question on my issue here (still chasing it)...With headlights on, I put my 12 volt test light into the passenger headlight socket and it pulses...2 quick flashes, a second and a half pause and then 2 quick pulses, etc. Is this just how the voltage is fed when the current is broken or should my test light show a solid light? (shows solid on fog lights)

That's odd, should stay on solid....... No clue why it would be pulsing like that. Do you hear a relay clicking as well??

I'll have to check it again and listen for clicking on the relay...too windy and cold last night. I also need to try the drivers side headlight, didn't have time to get to it last night. Report back in about 9 hours!! (P.S. sorry I'm jacking someone else's thread...if I need to open a new one let me know.)

So, I checked the driver's side light and passenger's side light as well as both fog lights. Same deal happened. Both driver's and passenger light "pulse" when I put the test light to it, so I think it's by design. Both fog lights show solid on the test light. I used the same ground for the fog and headlights. Checked the relay and no clicking or any sound from it, I jiggled all the relays and checked for corrosion, everything was clean. Since I had the PCM out, I took the FCM off and took a look at the terminals, all clean. I'm gona just replace the FCM, I'm at my wits end on this thing.
