Yank the throttle body, and give it a good cleaning, paying special attention to the IAC valve, it it's passages in the TB.

Test the TPS with a voltmeter.

Okay, what should the tps read at base and WOT?

Base should be between 0.30-0.70 volts. WOT would be 4.5 volts. Look for a smooth sweep of voltage between idle and WOT.
