Yessir, I followed the other line off that "T" and it ran to the vacuum junction with all the colors fir the four wheel drive stuff. All those lines are good
Here is a photo of what it should look like. I drew the arrows to show that the vacuum line that runs from the spot that you taped off goes through the firewall next to the a/c evaporator core. Whoever replaced your dash broke that vacuum line (probably by pulling it through the firewall when they yanked the dash out, and they didn't replace it. That is why your defrosters don't work and why that line is open that you taped off.
