Check the vehicle speed sensor in the transmission, also check that you have all the vacuum lines connected to the intake manifold and TB.
New IACs come with the pintle all the way in, and it does take the PCM some time to close it and calibrate, it takes longer if the PCM still thinks the old one is still in, so reset the pcm and let it idle a bit and see if it comes down.

well, i did this. i replaced the TPS and reset the pcm, the idel flat out got better, but i still couldnt rev any higher then 3k, and it just didnt run right, so i did the IAC and reset the pcm again, fired right up, idle fine, reved out. very nice.
i know the speed sensor is jacked up, i will be going to get a new one tomorrow.
only thing it does right now that isnt right is if i am at a stop, hit the gas normal, it will rev fairly high till it shifts and keep going through gears. but if i am cruising slowly, punch it, or try to take an on ramp ( which are 90* turns around here, stupid) but take off, it misses repeatedly, till it shifts, or i let off, and it stops.

Yes, you should be able to rent one and you use the shrader valve on the fuel rail.
Be sure that the gauge you get can read to at least 60psi. Dodge runs higher fuel pressure than most (49psi), and some gauges only read to 50psi, which won't be accurate if it's maxed out.
