Default Fog lamps no worky

Fuse is good

Relay is good

Switch is good (I think), The fog lamp indicator comes on.

Brand new bulbs

Nothing...I assume there is a short or ground somewhere....Anyone have any idea where to look? Will a test light be sufficient?

Circuit is always powered, headlamp switch provides ground path for the relay, and the lights themselves. (via the relay.) Start checking for power, starting AT the lamps, with them turned on, (and headlight switch on low beam.....) find out where you lose power.
