Default Clogged Cat

I recently replaced the engine in a 1998 dodge ram that had 3 dead cylinders and filled the exhaust with oil. Since the motor swap the truck seems like it has less power than it should. I have checked all the sensors with my scanner and put a vacuum gauge on and everything is working properly, the truck has been getting around 10 mpg and is throwing a left bank efficiency light on occasion. Does it sound like the cat is clogged?

Wouldn't surprise me... Pull the pre-cat O2 sensor(s?), see if it runs any better.
