98 Ram won't start

I haven't checked ohms/volts butI've always heard that if you can only start it in neutral and nothing else then it is good????

Try to start and move gear selector from park through all ranges. If starter cranks while going through the range, the neutral/start switch is locking you out. It should only start in Park and Neutral.

Yes i did that individually and while just running through the gears and holding the key

I took this morning off to continue to try and figure it out but it's been raining non stop. My next plan of action is connect a jumper from the positive terminal on the battery to the ignition terminal on the starter and see if that makes anything happen...??? Now I just have to wait for the rain to stop!

ok i ran the jumper and as soon as i touched it to the positive terminal on the battery she started right up. So until I figure it out I'm going to get a push button and install it so she'll start up and I can drive it. I guess this means after trying everything I already have that it's a broken wire somewhere???

I would check the control circuit wiring for the relay. (as that appears to be where the failure is.)

Pin 86 should get 12 volts from the ignition switch. If you aren't getting that, there is a jumper in the wire where the clutch safety switch would normally be on a manual trans that might be bad....

Pin 85 goes to the neutral safety switch. In park, or neutral, should have continuity to ground.

finally got it going. The small wire going to the small post on the starter had 2 breaks in it. So now it starts no problem but that one wire now has two butt connectors in it. This wire also has a plug that comes out of the fuse box (under the hood) and I'd like to replace the whole wire just to make sure there are no future issues with it. Any ideas what that plug is called? I would like to thank everyone for their help! This is a great site!
