Just changing the manifolds to headers really won't help much, gotta address the stock y-pipe, thats where the major restriction is. If you wanted to do shorties, and an off-road y, that would perk things up a bit. I think you would get more out of long-tubes, and duals, (or, a good custom y, and 3" single exhaust...)
Shorties and OR y have the advantage of being direct bolt-ons. Long tubes would require some exhaust fab work, but, would give more benefit. (the difference would prolly be less than 5 horsepower though.)

so for someone on a budget i could get the short headers now then once i have most funds i could just get a custom y pipe..
so what about the stock y pipe cause such a major restriction. i've looked at mine before and i've noticed that piping looks pretty small is that it?

You have two, two inch pipes, that get squeezed together into one 2.5 inch pipe. (I think it's 2.5.....) Where the three come together, the two pipes from the manifolds are crimped down to fit into the other pipe..... not a good plan. Makes the outlets from those pipes MUCH smaller.
Given the choice, I would do the y-pipe first. (Jegs or Summit Off-Road Y-pipe.) They run around 130 or so. That would be the most bang for the buck in the exhaust. Keep in mind though, if you have emissions testing, it will fail. (no cat.)

my town doesn't have emissions and i already have a gutted out cat.... well i've seen this off road y pip but i can't find one they says its for a 2001 it seems like they all say 94-97

Another option for y pipes is the ~$20 Magnaflow universal y pipes. That's what I bought and my muffler shop didn't have any trouble splicing it in.
Edit: oops meant to say ~$30 not $20
