Nah, that's just VW. Spend some time here, and get used to the personalities. We have a GREAT group here, and VW is one of 'em. He likes to hand out his ration of erm..... the s-stuff though.

the 1994-1997 cluster is diff from the 1998-2001 cluster is the airbag is not there u hav to take the light out of the dash n it will always throw a code for it i did it to my 1997 chevy i put a 1995 dask n it n it was find the cabs r the same on the years just the dash n wiring is a little bit diff

Ok cool.. the 99 dash has a pass airbag on/off switch. Would removing that and the pass airbag from the wiring harness effect anything?

Get a replacement dash. This ain't worth doing and I'm 99.9% sure nothing is configured the same , and the pre 98 dash is ugly as sin anyway. LOL

And btw, a simple search would have given you info on where to buy a replacement, since there is like 2 or 3 threads in the last week or so on this very subject. So pull your panties out of your crack and take a chill pill.

Get one of them carpet deals and tape it to the dash and be done.
PS - ya'll gotta stop cleaning your dash and making them crack. My 95 still hasn't done what yours have gone through and she hasn't seen the inside of a garage in over 10 years here in CO. A good thick layer of offroad dust will keep it protected.
