Im not sure on the programmers but I put headers on a 96 ram I had, but other than looking cool under the hood, i couldnt tell a bit of improvement in performance (it was pretty much stock otherwise). However if you plan to do more mods including programmer/tuner and such, thats when you will probably benifit from headers.

Hypertech is junk. SCT is what you want.

Depends on what engine it's mods and which headers you are referring to. I like mine but I probably only got 5 or so hp by my butt dyno but it felt better across the whole RPM band. It wasn't the best bang for buck upgrade I've done probably but for someone planning to do multiple mods they will complement other stuff you do. It made mine sound cooler too imo.

I have found from personal experience that Headers are not the best thing to install on these trucks unless you plan to rework your catalytic converter and exhaust as well. All of that starts to add up quickly and for the amount of power one will get out of the upgrade, in retrospect, it's hardly worth it.

SCT Tuner would probably cost the same as the headers and bang for buck would probably be better.

Also, stock Exhaust Manifolds flow pretty well so unless you already have a throttle body upgrade, a new camshaft, some high lift ratio roller rockers, a valve job, or some new cylinder heads, Headers may not be the best thing for a power upgrade.

If I could do it all over again, I would; Get a second job so that I could afford all of this and then...

1. Get a SCT Tuned PCM. ~$500
2. Get a Functional Ram Air Shaker Hood ~1500
3. Get a 4 Barrel Throttle Body. ~$500
4. Get a Camshaft and Solid Lifters. ~$500
5. Get a Valve Job and new Valve Springs. ~1000
6. Get a Multiple Spark Capacitive Discharge System. ~1000
7. Get a Nice set of Thick Stainless Longtube Headers ~750
8. Get a Custom High Flow Catalytic Converter and Exhaust System. ~1000

Mainly because they are a. long tubes, and b. get rid of the factory y-pipe, which is where most of the restriction is.

Well why even bother with short tubes? They don't really do anything. Yea they are much more affordable, but why pay for worthless parts at all?
