OK, So I replaced the IOD fuse and all was good. Until I went to start the truck todat (to go get a christmas tree). The battery was DEAD dead. I boosted it and got her running.
I've now got it parked with the IOD fuse out so it wont draw down. I checked current with the key out and the IOD circuit was drawing 3.1 mA. Not a lot but something.
Also noticed with the IOD fuse installed, and a new fusible link under the hood for the blinkers, the blinkers work with the key out of the ignition. I know thats not supposed to happen.
I have a new ignition switch not yet installed, is this a common part to fail, and has it been known to fail in the "on" position? I bought it because the radio used to not turn off, but after all this, the radio turns off on as it should, and the current on that fuse with key off is zero.

Its possible. Remember that my issues started with an intermittent problem, resulted in a blown fuse, that means the fuse got HOT, hot enough to melt, and also hot enough to blown the blinker fusible link, so welding some contacts in a relay together is possible under those circumstances.
I really need a FSM for this thing, was using the 96 posted online, but apparently that is not acurate for 99 wiring. If I could trace the circuit I could nail the problem. Will ahve to check ebay for one.

Get the 2001 FSM. I have a 1999 and everything seems to match my truck.
UPDATE: Its been a long while, and I've been pulling the IOD fuse each time I park the truck, which is annoying to say the least. Anyways, its dark out all the time now and I finally noticed that the Halo light around the key is staying on.
I have a new ignition switch, still not installed, so I hope that will fix the problem. For the life of me I can not find the seciton of the 2001 FSM that shows the wiring to this bulb. Anyone?

Replace door jamb switches yet? I think they would be related to the light at the ignition switch. And, IIRC it's a pink wire that goes to that bulb. My 2000 does not have that wire or the halo lite. My 98 did. And at one point I tried to swap switches, but the wiring simply was not there.

At least unplug the door jamb switch to see if that helps.

I'm so glad I found this thread. When I bought my 96, the radio stayed on all the time unless you manually shut it off (aftermarket one). It annoyed me, so I pulled it and someone had run a jump wire from the power outlet power wire and joined it with the constant and running power wires for the radio. I thought they were stupid, and wired it the right way. Didn't work!! and I lost my interior lights, mirrors, and light under the hood. I tried wiring put it back together with the jump wire, and wired it with only the constant wires for the radio, and everything is back to working as it should.
So now I'm going to check the IOD fuse, I didn't think to check this at the time. Is there anyway that this is related to the ignition wiring recall?
