Right on the inner fender. That's the pump I belive....

Canister is beneath cab. Does this look like what you have?

here's some pics from my 01.

the big hoses go to the LDP, Leak Detection Pump.
the small hoses go to the Purge Solenoid.

I can see where I may have had one...but it is not there....the purge solenoid is there though. Still don't know if this varied from year to year.

I think the LDP was an advent of the 2000 model year......

So the purge solenoid and the place where it mounts is on the 99 without the pump. Interesting. Maybe a transition involving retooling at plant. That would explaine why I have not found it....
