Check the connectors under the seat.

I have checked to make sure they are all plugged in, maybe I should just unplug and clean them up and see if that helps...

My '01 the light would flicker on and off, with seatbelt on. Under the driver seat there is the harness for the seatbelt light switch. On the floor side is the female. I unplugged the harness, took a piece of wire about two inches long, stripped the ends, and jumped the female side. The light hasent been a problem since. Its been like that for over a year now.

Sounds like a poor connection. If the light isn't on when you turn the key, means a malfunction. Light on when running and using a seatbelt also means malfunction. That area where the switch is at and under the seat gets a fair bit of use and abuse. Likely spot.
