Air bag
Disconnecting the control module for the Air bag is a good idea as well. It has capacitors inside that store enough of a charge to fire the bag, in the event the battery gets crushed in a frontal collision.

I have the air bag disconnected. I have tested the air bag wires with the dmm and the clockspring appears to be working ok. Is there any way to test the control module without the diagnostic tools. Does anyone know what the name of the 2 test plugs under the dash for the air bag are called? The test plug for the PCM is SC1.

The clock spring "appears" to be working ? The only other thing you can look at besides wiring and the clock spring itself, is the sensor(s) themselves, and the wiring going to them. You have an OBD1 system, so other than checking the basic things that have been suggested. Your only other choice is a dealer or someone with an OBD1 scanner capable of reading abs codes.
