Okay so a new Actuator should solve the problem? Is the fork apart of the new Actuator or separate?

Separate. Verify the problem before spending money. Are you getting vacuum where you are supposed to?

Not sure I'm not mic of a mechanic, me and my dad are gonna take a look and if we can fix it just gonna get a new one or tie the gear shifter back so it stays in 2H and fix in winter since it won't be going far.

Start the engine, leave trans in park, t-case in 2wd. Pull the vacuum connector off the cad. should have vacuum on the OUTBOARD port. If you do, shift the t-case to 4wd. Vacuum should now be on the INBOARD port. If you get vacuum in the correct place, in each position, then the actuator *might* be bad. If you don't have vacuum in the right spots, need to find out why.
