In Arizona the only areas that require emissions is Phoenix and Tuscon. So outside of those citys there is not emission laws so cat converters mufflers and all that are not required. So a chip and headers are the best way to go for the next steps? I called a few places about my gears to a 4.10 and they are quoting $500+ for labor alone.

If there is one left Mopar performance pcm, P5249935 Engine Controller (1996 5.9L ATX Ram), or you can have B&G reflash your pcm or SCT your pick. Chips are junk waste of cash. That is about right for gear work labour expect to be around a G (per diff) when all is said and done, is your truck a 4wd or 2wd.

I work State law Enforcement in Arizona, Federal law says there has to be some kind of emissions system in the state and Arizona only applys that in those two citys. And that is all there required to do.

Why is everyone so worried about the Feds? Is the EPA gonna come look under your skirt? I can see worrying about the cat in areas where emissions are thoroughly checked, but in some areas, no one cares, there are no emissions enforcement from the local authorities, no vehicle inspections for people to check for catalytic converters....
Some areas are much more strict on emissions then others, those are the places I'd worry about.

Hahns is right, it just comes down to whether you wanna obey the stupid rules that no one enforces. Me personally? Screw the federal nanny laws. I have no cat and I don't plan to have one unless I move to an area that requires testing. But one could end up with a $10000 or more fine for it if someone decided to care.
