Wow there is many things under that cover but mine is way different..

 

Fuse Panel Layout Diagram Parts: dual tank, headlamp, traile, fuel pump, starter, fuel system, A/C clutch, horn relay, trailer relay, ABS lamp, park lamp, ignition run, engine, ABS pump.

 

so you have no relay for the wiper motor? i didn't expect that.
ok, back to square one.

you have no power at the wiper motor on low or high. possibly a burned out switch. your switch is on the column right? remove the clam-shell covers around the column to expose the wiring and switch bolts. you need a long skinny torx for the bottom bolt. and patience to unclip the covers without breaking them.

 

Follow schematis in manual. But I suspect wiring under dash.

 

Yaa there is other problems too like the overhead console, every fluid needs to be flushed also there is a transmission leak somewhere and engine oil leak.

Truck is sold for 2000 as is..
