Default Transmission 46re question

1996 ram 1500 4x4
The truck feels like sometimes it doesnt want to shift from 2nd to third, and it is delayed a little bit. Any ideas why? Fluid is normal and clear red. Trams shifts smoothly, but just delays. First happened when it dropped to -6 degrees then got better as it warmed up but it is still a bit delayed. I heard about the tps and throttle cables? I hope it is along those lines. Also does anybody knows way to find out for sure if the trans has been rebuilt or replaced? Thanks

Check fluid level in neutral.

How many miles on the truck? Last time fluid/filter was changed?

Unless you find some obvious clue the trans has been out, (tag on the trans, reciept for rebuild... ask the previous owner...) all you can do is guess.
