Nope, the haynes is misinformed. The older trucks ran lower fuel pressure, 96 and up (I think) should be right around 49 psi, so I think you are ok there.

Thank you. I have no leaks on my intake manifold and no vacuum leaks. It throws me off because I am idling perfectly but it just won't release its potential power. I looked at the coil and it looks fine. I am starting to seriously suspect a timing issue.

Can you check fuel pressure while you are driving? Might be a filter plugging up, and restricting flow under load..... (in park, it doesn't take much to rev to red line....)

a little update to my situation. I took the whole top end off and took my heads to the machine shop to get cleaned and have a valve job done. The machinist told me that my exhaust valve seats are too worn and need to be replaced which is why im losing compression and have no power. Does this sound right or is he trying to make a little extra $$$$ off of me because seating the valves and cleaning the heads are going to cost $400. Please give me some advice.

Replace the heads. For about 200 bucks more, you can get NEW, better casting heads, that will solve a host of ills related to the stockers.

ok, but is this the reason why my truck has weak power? Ill look into new heads but I just want to figure out the root of this problem.

Did you do a compression check, or leakdown check on the motor before teardown?
