Default wipers keep blowing fuse

i have a 99 ram 1500.
its been snowing like crazy here in missouri and yesterday my wipers decided to stop working while i was driving. i checked the fuse and it was blown.
i got some more fuses and they pop instantly when i put them in. i turned off the wipers, put them back down, shut of the truck and it still pops the fuse right when i plug it in.

ive never dealt with this kind of thing so im kinda just looking for advice on where to start. thanks!

Check wiring under column and see if it is damaged.

2 possiblilties:

wiring in steering column at the tilt wheel rubbed and shorted.
shorted wiper motor.

the easier check is to remove the wiper arms, then the plastic cowl. find the wiper motor on drivers side. disconnect electrical connector, replace fuse. test for voltage on 3 wires and that it does/doesn't blow the fuse. check for 12v on low speed wire, high speed, and park circuit (present on low or high). if it still blows a fuse, motor is not the problem, put it back together, and open the column. if it does not blow a fuse, replace wiper motor.
