Need Help!!!!! Dodge intermittently will crank but won't start

Ok I pulled asd relay out and tested for voltage from battery and it shows 12.31 volts. When I use a jumper wire I get 12.31 volts at coil. With relay in now im getting 9 volts. I then partially plugged relay in just so I could still get my voltmeter on relay terminals and when engine is cranking 12.31 volts on one side and 9 volts on other side. It's weird. As far as I know a relay either pulls in or doesn't pull in.

Ok we'll the guy had a deep cycle battery in it but it seems to drop in voltage as soon as I start cranking. I took the battery out of my f250 and now I'm getting 12 volts everywhere and it seems a lot stronger spark. I still do not know if this will fix the what I think are injectors leaking down.

What year is the truck? If it's not a 97, it's easy to do an injector leak down test.

Ok installed the new battery. Problem isn't fixed yet. I do have a stronger spark but I think the engine is still flooding due to a leaking injector or two. I have the injectors pulled out and still attached to fuel rail but electric connectors aren't plugged in. Do I have to have them plugged in to see them leak because so far i haven't seen any leaks.

Put the injectors into cups. (Still attached to the fuel rail.) Crank the engine a BIT. Just enough to make the injectors fire a couple times. Let it sit. See if you get any more dribbling.

Connect a fuel pressure gauge to the fuel rail test port. Turn the key on and off a couple times to prime the pump(without starting) quickly pinch the flexible fuel supply line with a smooth surfaced clamp. See what the pressure does.

Ok replaced all six injectors and no difference. What is the process for doing a vacuum test. While cranking closed throttle and open throttle etc.

He called me the next day and said it wouldn't start. I got it back to my house and put the fuel gauge ban on it and discovered that when the truck would start the fuel was 48psi. When it wouldn't start it was 20psi. So I removed and replaced pump with another new Bosch fuel pump.

I drove it around all day yesterday and it started right up every time throughout the day. When I parked it for the night I let it sit for a couple hours. I went out to crank it about 10:00 and it would not start. I got my gauge out, hooked it up and fuel psi was at 4psi. I turned key switch off and back on again and fuel pressure didn't increase at all. I can hear the fuel pump running. So while the gauge was hooked up I just started cranking. The pressure slowly increased (1psi per second.) when it got around 30 psi it almost started. It finally go to 50psi and it fired right up.

So I am extremely confused. Can anyone please help.
My 98 did that a few years ago.Drove me nuts.I didn't buy any fuel pumps. See if you notice any fuel or wet spots around fuel tank. i did and dropped it.
the drain on the bed rusted the fuel line
